Fwd: failed to account for $8.8 Billion. Records of $2.3 Trillion were not kept 9-10-2001. NICE jobs, eh?

-- Bremer's CPA failed to account for $8.8 billion
"Much of the questioning focused on $12 billion
-mostly in $100 bills packed in huge bundles, 363 tons

of cash in all - from Iraqi oil sales and frozen assets
of Saddam Hussein's regime. The United States
shipped the money to Iraq for Bremer's organization
to disburse to Iraqi ministries.
A government audit in 2005 found that $8.8 billion

was turned over to the ministries without assurance
that it would be properly used and accounted for.
House Committee on Oversight and Government Reform
staff document issued Tuesday says that much
of the money appears to have been lost"

"Millions of dollars were kept in shrink-wrapped "bricks"
of hundred-dollar bills scattered about the CPA offices,

often neither guarded nor locked up. Records were not
kept. A soldier assigned to assist the Iraqi boxing team

gambled away the funds he was given. No one could tell
whether he had lost $20,000 or $60,000, since no one
kept a record of how much money he had received."
"Other examples of CPA mismanagement or corruption
involve the theft of millions in cash and sequestered Iraqi
property and the overpayment of American contractors." "we cannot track $2.3 trillion
